What that this mean? Is it not possible to get a visa at arrival in Maputo, but it is still possible at other places? I am going to Beira airport directly from Johannesburg in July. It is not very practical to arrange a visa in advance because the nearest Mozambican embassy is in Sweden and they are going to keep the passport for a couple of weeks.

yes the official rule is get your visa in advance. However visas are still being issued on arrival at airports and most borders to bona-fide tourists. Make sure you have booked at least your first few nights in Moz in advance and can show the booking proof when you get to Beira.
I would also first ask the airline that you are using whether they will allow you onto the plane without a visa. You may have to get your visa at the consulate in Johannesburg - same day service for about R750.

I have sent my passport to the Mozambiquan embassy in Stockholm 22.06 and still waiting. Probabely, I will receive the passport and visa in a couple of days. Some other friends are travelling tomorrow without visas, but they are former Mozambiquan citiziens and own property in Moz. We'll see what works out best.
